Heather Fleming, EdD, is the founder and Principal consultant for Literacy Consulting, serving school districts, state departments of education, institutions of higher education, and policymakers nationwide. Her vision was to assemble a team of national literacy experts, each with a specific area of focus, to design, implement, and evaluate comprehensive literacy plans and policies, training, and coaching with a target on improved student outcomes.
Dr. Fleming excels at bringing stakeholders together around a common goal. Her current professional focus is strategic planning, implementation, and evaluation of state, district, and school-level comprehensive literacy efforts. Her research interest includes the impact of reading legislation on student outcomes.
Dr. Fleming’s literacy journey began in 2015 when her 3rd-grade son was diagnosed with dyslexia after four years of struggling to learn to read and write. She subsequently earned master’s and doctoral degrees in reading science and a dyslexia certificate from Mount St. Joseph University in Cincinnati, Ohio. Dr. Fleming taught at a school and camp in Evergreen, Colorado that specialize in supporting students with dyslexia. In 2019 and again in 2022, she successfully advocated for substantive amendments to Wyoming’s K-3 reading assessment and intervention legislation. She has co-founded two 501(c)(3) organizations, WY Lit and the New Mexico Literacy Institute. Dr. Fleming has had the opportunity to support educators, district leaders, departments of education, legislators, and advocates around the country.
